Mya and I are redecorating her room and I found info online that says
Equal parts viniger and water will remove it!! Pretty neat! Ill let ya now if it works:)

Last time we removed O's border we skipped the vinegar. We just used a warm,wet cloth and a scraper. It came right off and her room didn't smell like a pickle!

that works too, it just depends on how stuck it is. If its REALLY sticking REALLY REALLY hot steam to it works also
