I think bullying is the major concern for almost all the parents, whose kids suffers unnecessarily just because of this. If the kids is getting bullied then it is the foremost duty of the parents to stay supportive of their kids & should let the school authorities intervene in the matter, if somehow the school is unable to take any action then parents have all the right to take help from Police. In case if the kid is himself/herself bullying some other kid then parents should intervene & should make the kid realize what she/he is upto, if the kid doesn't pay attention to their parents concern, then parents should let the school authorities know what their kid is doing & ensure that she/he should be punished because of his/her misdeed, this is how one can further discourage bullying from happening later.

Well its a duty of every parents to ensure that their kinds doesn't feel mistreated or being bullied in school premises that is why it is important to share a good friendly relation with the kid, so that they shouldn't hide anything from their parents just because they find it difficult to talk about & it is also the prime most duty of every parents to immediately report a nuisance incase their kids gets bullied.
